Heat the oil, and cook the onion. When it becomes translucent, add the carrot and celery.
Then add the minced meat, salt and pepper
Stew the meat on a small fire for about 10 minutes and put the tomatoes sauce and hot water, add salt and pepper and put the basil. Boil the sauce for about 30 minutes and finally add 2 teaspoons of starch, dissolved in a little cold water. You definitely need to taste one more time and add salt and pepper if needed.
Drain the pasta (cooked according to the instructions on the packaging and pour over the sauce). add the Parmesan cheese on top. Enjoy!
